Yes — 'vinyl' in common usage means PVC. The term comes from polyvinyl chloride. 'Vinyl flooring', 'vinyl records', 'vinyl wallpaper' and 'vinyl raincoats' are all PVC-based products. The 'vinyl' label often signals flexible PVC specifically (where the softness is the selling point), but technically applies to both rigid and flexible PVC. The EU industry usually uses 'PVC' rather than 'vinyl' in product specifications.
Modern flexible PVC sold in Europe is safe for its intended use. Phthalate plasticisers DEHP, DBP, BBP and DIBP are restricted under REACH SVHC and largely eliminated from consumer products. Replacement plasticisers — DOTP, DINP, DINCH (Hexamoll), DEHA — have undergone extensive safety review. Children's toys and food-contact applications are subject to even tighter limits under EN 71-3 and EU 10/2011 respectively, including a phthalate ban in toys.
Hospitals concerned about phthalates and end-of-life disposal are increasingly specifying non-PVC alternatives: polyolefin tubing (PE/PP blends) for IV sets, thermoplastic elastomers (SEBS, polyurethane) for soft medical tubing, and silicone for peristaltic pump tubing. PVC remains dominant by volume because the alternatives are more expensive and require device re-validation, but DEHP-free PVC formulations have addressed most of the historical safety concerns.
