European flexible PVC volume sits at roughly 1.5 million tonnes per year. Cable sheathing is the largest single application, followed by flooring, medical tubing, automotive interior trim, and hose. Flexible PVC compound pricing tracks PVC-U pricing plus a plasticizer overlay. Plasticizer cost is 30–50% of compound cost — DOTP and DINP track ~€1,800–2,400/t with phthalate prices moving with C8/C9 alcohol availability and cracker C4 cuts.

Regulatory landscape
REACH SVHC list — DEHP, DBP, BBP, DIBP all restricted in articles. EU 10/2011 governs food-contact compounds (DOTP and DINCH only; no phthalates). Cable sheathing falls under CPR EN 50575 reaction-to-fire performance and IEC 60332 flame propagation.
Medical tubing follows ISO 10993 biocompatibility and EU MDR 2017/745. DEHP-free compounds are now standard for blood bags, infusion sets, and peristaltic tubing. The toy applications standard EN 71-3 limits heavy metal migration regardless of plasticizer.
